Project Expert Acting as Head of the Strategic Management HUB (Ended)

The SustAInLivWork Centre of Excellence is inviting applications for the position of Project Expert acting as Head of the Strategic Management HUB. This HUB plays a central role in the daily operations of the CoE by coordinating human resource management, administrative and financial matters, and ensuring institutional quality and policy implementation.

Location: SustAInLivWork Centre of Excellence (CoE) (Artificial Intelligence Excellence Centre at Kaunas University of Technology, Kaunas, Lithuania). The role requires on-site presence at KTU, with the possibility of partial remote work.
Reports to: Director of the CoE
Contract type: Project-based contract until 31 August 2029, full-time employment (40 hours/week)
Remuneration package: 34 EUR per hour
Gross income (in Lithuanian, BRUTO) is the amount of salary or wages paid to an individual by an employer before any deductions are taken

Main Duties and Responsibilities

  • Oversee HR-related processes, including recruitment, staff development, performance management, and mobility
  • Coordinate administrative and financial operations of the CoE
  • Manage legal, regulatory, and infrastructure-related issues
  • Oversee marketing and communication activities related to internal operations and external visibility of the CoE
  • Take the lead in talent attraction and retention efforts within the CoE
  • Support the development and implementation of internal policies in HR, risk management, gender equality, and quality assurance
  • Prepare and provide the Director with data and input for annual reports and annual activity plans related to HR, finance, legal, and infrastructure operations
  • Prepare performance monitoring data through relevant key performance indicators (KPIs) and ensure their effective implementation and results tracking within the HUB’s remit
  • Advise the Director on the use of external service providers in areas such as legal, audit, or taxation, as needed
  • Contribute to proposals aimed at improving the CoE’s internal organisational and administrative structure
  • Collaborate with the CoE Director, HUBs, and Research Groups to ensure operational excellence
  • Act in accordance with the Centre’s internal rules, perform the duties defined in the official CoE documents, and comply with the applicable regulations and procedures of KTU

Requirements for the Candidate

  1. Impeccable reputation and high ethical standards aligned with public service and academic integrity
  2. Hold at least a Master’s degree in a relevant field (e.g., management, public administration, economics, or related areas)
  3. At least 3 years of management or leadership experience in research, business, or international institutions, in the areas of HR, operations management, strategic planning, and organisational development
  4. Demonstrated knowledge and practical experience in relevant areas such as the following:
    a. Human resources management (e.g., recruitment, staff development, mobility)
    b. Institutional governance and organisational development
    c. Financial or quality management
    d. Infrastructure or equipment management
  5. Experience in coordinating or supporting research, technology, or AI/innovation projects is considered an asset
  6. Ability to design and implement HR policies, performance management systems, risk-management and quality-assurance frameworks.
  7. Proven team leadership and organisational abilities, including the capacity to coordinate multidisciplinary teams and manage complex workflows
  8. Strong problem-solving skills and capacity to handle sensitive HR, legal, or administrative matters with discretion and professionalism
  9. Excellent interpersonal and communication skills, with the ability to engage with various internal and external stakeholders
  10. Language proficiency: Lithuanian (C1) and English (C1) levels
  11. Understanding of AI-driven products, digital innovation processes, and early-stage startup development, including familiarity with AI project lifecycles, innovation ecosystems, and market-readiness pathways, is considered a strong advantage
